The government has acted quickly to protect people’s economic livelihoods during the covid-19 pandemic. However, as raised in our previous Covid-19 briefing (March 2020), there is still no additional financial support beyond free school meal vouchers for families with children, despite these households facing significant extra costs.

Still too poor to pay: council tax support in London 2018-19

In April 2013, the government abolished council tax benefit and replaced it with locally run council tax support schemes, accompanied by a 10 per cent cut in funding for local authorities. Since then, CPAG and Zacchaeus 2000 Trust (Z2K) have been monitoring the changes to the 33 different localised council tax support schemes in London and assessing the impact of these schemes – both on low-income Londoners and on local authorities.

Too poor to pay tracks the impact of the second year (2014-15) of localised council tax support schemes which replaced national council tax benefit in April 2013. Council tax support is for people on low incomes, in or out-of-work, and reduces the amount of their council tax bill they are liable for.
