In many parts of England (outside London) there are two tiers of local authority: ‘district’ or ‘borough’ councils are at the base and they are usually grouped together into a shire county at the top. In two-tier areas, local welfare assistance schemes are managed by the upper-tier or county-level authority. Names in italics mean that the council is an English county-level authority.

Local authorities in Wales are not listed because Wales operates a single national scheme called the Discretionary Assistance Fund - see www.cpag.org.uk/lwas/wales.
